I would just create a wrapper script that invokes ndb_mgm with the desired option(s).

And since you asked about data nodes: To the best of my knowledge, only node configuration parameters and mysqld program options are accessible using MCM; command-line options for other MySQL Cluster programs are not. And IIRC it is not advisable to edit any configuration files generated by MCM. Thus my suggestion to write a wrapper for ndb_mgm.
