The stop command means that you perform a graceful shutdown of the
data node. This will fail as above when the graceful shutdown would
lead to the cluster going down.

Since you only have one replica a node stop would thus shut down the
cluster and thus the stop command is refused. The restart command
is refused since the node is still up.

If you actually want to shut down the cluster (which I assume is what
you want there), then you do this by using the shutdown command (AFAIR).
This command will however shut down all data nodes and the management
server.
