Any news about this error? I am experiencing exact the same issue. I am using a test environment (VMware15, 5x Ubuntu 20.04 virtual machines: 1x management MySQL API node and 4x data nodes, Mysql Cluster v8.0.26 ).
I managed to create a nice working MySQL cluster using 2 data nodes but when I try to add new data nodes I get the errors like this:

"Node 4: Forced node shutdown completed. Occurred during startphase 5. Caused by error 2341: 'Internal program error (failed ndbrequire)(Internal error, programming error or missing error message, please report a bug). Temporary error, restart node".

I did not posted my config.ini because is almost identical to OP's.
I tried to downgrade to Mysql 8.0.23 but I got the same result. Should I downgrade further down?

L.E.: I downgraded the cluster members to 8.0.22. It works... finally :)
