Hello Deepak,

This setting is instant, it will not take time for MySQL set new value.
They max_connections parameter is just specifying the max the number of connections you can have on one MySQL Server. Remember to also look in the MySQL error log if you really have the new setting, there might be a warning that this value could not be set due some OS resource limitation.
