No, you must drop table test1.test1 do be able to free the data nodes 3 and 4.
This will drop all data for table also on node 1 and 2.
Common ways to downscale a cluster are:
1) backup, reconfigure a smaller cluster, restore
Cluster will be down during this process, but is often the quickest way.
2) To avoid down time one can create a new cluster in parallel with old cluster, and bring new cluster up to date using MySQL replication, and then switch over application to new cluster and bring down old cluster.
