The scope of possible queries is too big, therefore binlog filtering would not be that easy. MySQL replication simply replays all write queries. You can't DELETE.
On the other hand, when you issue DELETE queries on master, you can have 'SET BIN-LOG 0' for that operation, therefore, it won't hit binlogs, therefore it won't be replicated. But that will affect all slaves.
