For now, I'm working around this issue by moving the one single database I want to replicate into a separate MySQL instance (as per https://dev.mysql.com/doc/refman/8.0/en/using-systemd.html#systemd-multiple-mysql-instances ) and using that separate instance as the master. It's a bit annoying as I've now got two MySQL instances on one server and need to remember which one is which, but at least the replication seems to work OK.
