Yes, it's a network connection error. It can be caused by
anything (network overload, router failure or outage, hub failure or outage, switch failure or outage, another LAN object using the specified IP address, target workstation rebooting or using a different IP address ... &c &c), that compromises connnectibility on your network. No outsider can track it down---you have to do it. Specifics at
