It looks like the culprit was sync_binlog. In 5.6 it defaulted to 0, but in 5.7 it defaults to 1. I changed it back to 0 and it performs well now. I wish this would have been in the documentation of changes in 5.7, or at least easier to identify, but I'm glad we finally found it.
