safe binary backup

We have innodb-only DB (well, except schema of mysql itself). And we are doing a binary backup (e.g copying entire mysql data folder to another disk/machine). Apart from stopping mysql before doing so, is it also safe if we execute a "FLUSH TABLES WITH READ LOCK" before copying files and issue an "LOCK TABLES" after finishing copying.
