New FAQ in MySQL 5.0 and 5.1 Manuals

We've added a new appendix to the MySQL Reference Manual:

- INFORMATION_SCHEMA
- Migration
- Security
- MySQL Cluster
- MySQL Chinese, Japanese, and Korean Character Sets
- Connectors & APIs

Those sections of the FAQ are linked from the appropriate chapters that
describe the respective features, but we thought it'd be good to have
all questions and answers in one place, rather than spreading them
across the reference manual. Let us know if you're missing any
particular topic!
