ALTER TABLE privilege

Hello,

I have a question regarding the ALTER TABLE privilege. In the documentation to MySQL 5.0 on http://dev.mysql.com/doc/refman/5.0/en/privileges-provided.html it says

"The ALTER privilege may be used to subvert the privilege system by renaming tables."

Now I tried to find some more information about this issue, but the only thing I could find was this rather old bug, which seems to have been fixed a long time ago: http://bugs.mysql.com/bug.php?id=3270 http://xforce.iss.net/xforce/xfdb/17666

Could anyone point me to a description of the vulnerability? Or is it just a forgotten leftover from the 3.23 documentation?
