prevent anyone login in localhost?

Hello guys!

this is my first post and I'm glad to be here.

I have a problem in my work and this problem is about mysql security I don't think it's have a poor security but I think it's so hard to work in shared servers, and maybe the problem is from me. anyway my problem is that anyone can connect to other databases if he's in same server and using localhost. e.g :

user ALEN haveuser and pass for another database with user calling SAM , then ALEN use mysql to connect to SAM database and could read or write what he want.. I tried many things but I'm failed . any suggestions ?

I'm working with linux and php 4 .
