Does MySQL offer any encryption for external connections?

Hi there,

I recently bought a hosting package specifically for MariaDB which I want to connect with LibreOffice Base. I could not establish a connection and to my surprise I received this answer from my host:

"We, unfortunately, do not allow access to the database from another domain or website or remote program. This is due to the reason that the MySQL not offering any encryption for external connections. Therefore, things such as login credentials would be transferred in plain text and be a great security risk. Alternatively, it is only possible accessing the database locally from the web space, via PHPMyAdmin or through SSH."

Is this the full thruth? or is there a solution?
