SSL Mysql over internet

I've been unable to get this question answered, so any help would be appreciated. It might be a possibility that I need to reforumualate the question.

Basically, I'd like to get access to the mysql database over the internet using SSL. In order to do this, I need to obviously expose the port 3306 (or whatever port mysql is configured to use) over the internet. Once you expose this port, you need but to require all users to use SSL by setting the SSL type to X509.

Is this secure?
