I see my mistakes, I remove the user from the user table without REVOKE all the privileges, so the entry in the db table is still there which will match any user.
Sorry, it should be correct then.
It is probably that the user ''@'%' is removed from the user table using DELETE without revoking all the privileges as what I did. This user ''@'%' is usually created automatically in most installation.
