Hmm, restarting the server should have been enough after a successful rename user.
But in case it doesn't work here's how to create a new one:

Your instinct to use --skip-grant-tables is correct.

You:
1. start the server with --skip-grant-tables
2. connect to it
3. do FLUSH PRIVILEGES
4. (optionally) create a new user: CREATE USER ....
5. grant ALL PRIVILEGES to some user (GRANT ALL PRIVILEGES ...)
