keyring_okv plugin looks for two things in okv_client.ora file.
1. SERVER
2. STANDBY_SERVER

Are these details available in .ora file?

To verify that everything is in order, you can execute OKV cli:
okvutil/bin/okvutil list and see if connection to OKV server is successful.
