Ok, so I did some more tinkering, and now my error messages have changed:

2017-03-29T13:38:34.946227Z 0 [ERROR] Plugin keyring_okv reported: 'Could not connect to the OKV server'
2017-03-29T13:38:34.946267Z 0 [ERROR] Plugin keyring_okv reported: 'keyring_okv initialization failure. Please check that the keyring_okv_conf_dir points to a readable directory and that the directory contains Oracle Key Vault configuration file and ssl materials. Please also check that Oracle Key Vault is up and running.'

Again, I am using MySQL 5.7.17 Commercial and attempting to connect to a third-party key manager. My third party key manager is up and running, and I have connectivity between the MySQL server and the key manager server. In my ssl folder, I have the CA.pem, key.pem, and cert.pem files that are associated with my client in the key manager server. Even with the above error message, when I run a query, it states that keyring_okv is ACTIVE. Any other ideas?
