The community binary depends on the openssl command line driver to generate the certs (since the yaSSL library is unable to generate key material).
Please try if
https://dev.mysql.com/doc/refman/5.7/en/mysql-ssl-rsa-setup.html will generate them for you.
And don't forget the --verbose option if something goes wrong with that.
