You could try to replace the libssl-3-x64.dll and libcrypto-3-x64.dll that are bundled with MySQL (in the bin directory) but there is no guarantee this will work. It is built differently and there could be some interface changes between 3.0.9 and the 3.0.13 that the server expects.
