Not sure I understand the requirement. Can you please elaborate on what it is that you're trying to achieve exactly?

It is not safe to be "moving" anything from under a running server.

If it is about key migration, then I'd suggest you consider the supported methods: https://dev.mysql.com/doc/refman/9.3/en/keyring-key-migration.html

If it's about backup, I'd suggest you consider the supported methods (that also back up the keys needed): https://dev.mysql.com/doc/refman/9.3/en/mysql-enterprise-backup.html
