Still sounds good.

With InnoDB and the PRIMARY KEY starting with `user_id`,`month_key`, the data for the queries you mention will be "clustered". That is, you won't hit the disk very often (on the order of 100 rows per disk hit). So the SELECTs should run pretty fast.
