"Can't connect" is distinct from "Not allowed to connect" or "Access Denied" in that a connection was not established to the server at all. The other two imply that a connection was established but then refused by the server for one reason or another, usually incorrect credentials. Try using TELNET to connect to port 3306 on the Ubuntu machine from the Windows machine and see what error you get.
