Is it possible to create a shema on a remote server?

I've logged on with MySQL Administrator to a remote server with 'root' but get the following error when trying to create a new schema:
MySQL Error Number 1044
Access denied for user 'root'@'myhostname' to database 'newdb'
do I need to be on the server to create a schema?
