User root acidental deleted

Hello,

I have a big problem, I'am use front end phpmyadmin and when I manage users acidental delete user root, and only have two users with privileges "select,insert,update". Now my mysql start with "--skip-grant-tables", I need add the root user with all privileges more I dont have idea of make this. Please I need help. Exist the possible of edit archive have the users and insert root user ?
