I recently found the answer to this:

Start MySQLAdministrator

When the login screen comes up press and hold the CTRL key, and the CANCEL button will change to SKIP.

This will let you login and fix the issue. In my version of MySQL 5.0.67 the install inserts the wrong command line for the service, which screws up the MySQLAdministrator, if you fix the issue thru this program it will fix it.

Found the simple solution.

Administrator error "Could not find settings". 

When you start MySQLAdmin GUI and the login screen comes up hit CTRL key and
the CANCEL will change to SKIP. Then re-install the Service and exit. Then
restart, everything should be okay after that.
