Check that mysql\bin is in the windows "path"

c:\ >path

If the path to your mysql installation is there, then just type

mysql -uroot -p

If not, then you will need the full path to mysql\bin

>c:\program files\mysql server\bin\mysql

You should be prompted for root password. If you enter it correctly, you will connect to the mysql server.
