Could using language module plug tech soluting the different coutry support

The administrator might be as mysqlcc, using a language
module plug, and not code just by english or one, two kinds.
Trans such words so hand, and on benifit.

If that, one language one file loading, just add file,
not change code.^_^

Does beacuse of different platform verson coul not using
same language module plug???
