Error while storing user information

I receive the error "Error while storing user information" on any user operation I perform in the MYSQL Administrator app. I have a fresh installed mysql server on windows xp sp2 version 4.0.25-nt and client version 1.1.0 rc. Has anyone experienced this with a previous version, and if not, where can I download a stable non rc version? Also I have uninstalled and re-installed several times.
