Mysql Cluster Node fail

Hello every one

We have some question about Mysql Cluster. Mysql cluster have 4 nodes and actually all of them should be started all the time but we faced the problem that there are only 3 nodes can be started but other one can not be started. In the past, we have ever solved by restart the server and it has been solved this problem but right now that solution can not solve this problem anymore. So We would like to get any advice from you to help us solve this problem and we give you some information of this infrastructure as below. And if you need more information please don't hesitate to contact us.

- Server 1 (Data Node 1,3)

- Server 2 (Data Node 2,4)

Problem:

Node 1: Node 1 Down
: Forced node shutdown completed. Caused by error 2305: 'Node lost connection to other nodes and can not form a unpartitioned cluster, please investigate if there are error(s) on other node(s)(Arbitration error). Temporary error, restart node'.

Node 3: Node 3 Down

: Forced node shutdown completed. Caused by error 2305: 'Node lost connection to other nodes and can not form a unpartitioned cluster, please investigate if there are error(s) on other node(s)(Arbitration error). Temporary error, restart node'.
