can ping remote db from xp, but access denied

Hi everyone. Maybe y'all can help.

Am trying to access site sql databases on a shared host, with SQL Administrator (latest version) installed on my remote XP.

Am able to ping, but even with users set to % (global), (also tried the wan ip from our network router), am getting a 1045 - Access denied.

Could somebody clarify:

For a connection like this, do I need a static IP?
Just to test, my dynamic ip from the isp should be good enough?!? It remained the same before and after these attempts.

The Access denied error is for user:
'mysqlaccessname@ool-12345d83.dyn.optonline.net

This is the cable co. / isp. - they're the ones who told me adding the wan ip to the sql users should make it work.

Is there another piece here?
