Unable to give user privilages

Afternoon, Am after some help with this please.
I am using AySQL administrator 1.1.9

On creating new users I am not able to assign schema privilages or even ammend any of the "additional information" datails. Its all "grey'd out"
The users get mafe ok but that's it. nothing else.
I have tried loggin in a root & admin to do this but get the same results

The fault is the same when using MySWL workbench 5.2.34 CE

The database and its application are working ok.
I have about 5 server's at diffent customers with the same configuration. They are all working fine (so Its not me doing it wrong)

My thoughts are that the DB is corrupt some wat so I need to backup the database then remove / reinstall mysql tehn restore the DB.
