Error: Could not fetch user names. Access Denied for user "@%' to database 'mysql'

This is really baffling me. I can't figure out what I am doing wrong. I can't even restore a DB because it tells me "access denied for user "@%' for database 'mydb'. Anyone able to help me? I know I'm just being stupid. *sigh* lol
