What can MySQL Administrator do ?

When I try to connect to MySQL, it say "Connecting successfully. but dont have any database" (I think 2 available database aren't work, just for testing).
So now I have to create a database. But, I get problem when creating new database with phpMyAdmin, it say "db_creating: missing parameter db".
So pls tell me: can I create database by MySQL Administrator Tool ???? I download it, but I dont know how to create new database
