Lockdown for maintenance

Hi! I am not sure if this has been questioned here before as I do not know what keywords to search or use.

I have previously worked on another database stack where a line of script can be executed and the database instance would be 'locked down'. Users/Applications cannot start a new session, thus will not be able to log in. Current session users will be kicked out except specified roles or users -- admin/root will be exempted for obvious reasons.

How can this be achieved in MySQL 5.6? What are the commands to do this? And, of course, what is the appropriate name/ keyword for this type of procedure?
