Try copying (or renaming?) pMA's config.inc.php file elsewhere and deleting the original, so that there is no valid pMA config file present. Then try to access pMA again. This worked for me; I got the main page. Then I copied (or renamed) the config file back into place and all seems to work fine; the configurations are in effect.

This cleared the error for me, but beforehand I grabbed the latest MySQL packages (v 14.12 distrib 5.0.51) from the openSUSE update repos. You might be able to pull it off without upgrading MySQL, but if not, that's always an option.

I got this collation error after doing a fresh-install upgrade from OpenSUSE 10.2 to 10.3. My plan was to reinstall mysql, then configure pMA with the working config file from the previous installation. The error occurred during the pMA setup.
