mysql remote connection fails

I have mysql server running on my windows 2003 server and I am trying to connect to it using Navicat or mySqlControl Center from my local pc.
When I enter the ip address/user name and password I get the alert box can't connect to mysql server on IP address
Port 3306 is Listening on the web server and I'm hoping I have set my local Windows firewall to open port 3306 on my pc (I went into Network Connections Properties and added the Service entering the IP Address, port number and selecting TCP).
MySql is definately running on the server so I know that the problem probably lies in my firewal/port setup.
Can anyone offer a decent step-by-step or links to ensuring I have these set up correctly?
