FLUSH statement

The manual information for the TABLES option says:

"closes all open tables and forces all tables in use to be closed. This also flushes the query cache."

What exactly does it mean to "close all open tables"? Will this impact a user who is performing selects/inserts/updates/deletes?

(At present the FLUSH directive is executed prior to backup - I want to assess whether this means our daily backup has the potential to impact users).
