Attempting to connect to MySQL Server from Internet

I have a dedicated Windows XP Pro machine for MySQL. I have a static IP Address. I am blocking port 3306 with my firewall. On my router/firewall, I have setup a virtual server, that is suppose to forward from port 3307 to my Windows XP MySQL machine. Now, I am lost. I want to access the MySql server from the Internet and be able to interact with it. Where do I go from here? I would like to also set up SSH tunneling and read the articles on doing that with putty, but that always fails.
