Changing the passwords

Hi, I've been having trouble with the accounts I set up for my users. I gave them only privilieges to run selects and inserts on a particular database. SHOW GRANTS shows these plus usage on *.* with their password.

When I asked them to change the password that I had set up for them, the database complained that it couldn't find a matching row in the user table.

What am I doing wrong? Do I need to give some additional permissions?

This is mysql v4.1.4 if it matters.
