High CPU is a sign of slow queries, which derives from poor schema design and/or poor query design.
You my.ini seems reasonable.
There are a couple of ways to chase down slow queries:
* Set
long_query_time=1
in my.ini and restart the mysql service.
After a while, there will be useful information in the slow log.
* Look at SHOW PROCESSLIST when the CPU is high. You will see the query/queries that are "slow".
Show us the worst query, together with
SHOW CREATE TABLE for any table(s) involved in the query; we can help you from there.
