Windows server 2012 can run MySQL 5.5, 5.6, 5.7.

You will need to upgrade from 5.1 to to 5.5, then to 5.6, then to 5.7, as described at http://mysqlserverteam.com/upgrading-directly-from-mysql-5-0-to-5-6-with-mysqldump/
