connecting to MySQL5 on different server

I have a office development network that has
MySQL4 and MySQL5 running concurrently on a database
server. On a separate server is my development IIS
(Win XP Pro). I would like to be able to create
a MySQL user (5.0) that can receive access to the
database server and schema regardless of which other
client I am on....

I want the ability to have login privileges to the
database with username@% instead of having to set up and
name the client host to connect to.

Is there a way to create in MySQL Adminstrator to create
the '%' connection when the user is created?
