Max Connection error

Hi all,
This is sanaul haque here. I am facing a connection limit error ("Max Connection Error") on my recently established server on windows-2003 server operating system. well this is a test server and we are evaluating the MySQL server performance as per our need.When the number of concurrent connections exceeds the limit of 100 on the test server then it flashes "Max connection error".
Can any one suggest me that how to configure the server on windows, so that it can support 1000+ concurrent connection.
The configuration of my current server is as follows:

1. 256 M.B. RAM
2. MotherBoard Pentium-4
3. Processor 1.7 GHZ
4. OS: Windows-2003 server
5. 60 GB HDD.
