You can install a 32-bit version of ODBC in 64-bit version of Windows.
Just keep in mind that Windows 64-bit has two versions of ODBC administrators (one 32-bit and another 64-bit).

Each ODBC admin shows only 32 or 64-bit drivers. By default (from the Control Panel) it runs a 64-bit ODBC Driver manager and my guess it is the reason why you do not see a 32-bit ODBC driver registered in your system.

Run a 32-bit ODBC Admin from:
WINDOWS\SYSWOW64\odbcad32.exe

The 64-bit version is here:
WINDOWS\SYSTEM32\odbcad32.exe
