ODBC DSN (Data Source Name) is created from ODBC Administrator.
Press Win+R to summon the run command.
Depending on your usage type the following command for 64-bit ODBC Administrator:

%windir%\System32\odbcad32.exe

for 32-bit one the command will be

%windir%\SysWow64\odbcad32.exe

In the administrator dialog you can choose different tabs for User, System or File DSN.
