The issue is with the new UTF8 and UTF8MB4 collations added to MySQL Server 8.0.
Any client built using libmysqlclient 5.7 or older would not know these collations.

The corresponding bug https://bugs.mysql.com/bug.php?id=90984 should be updated soon as the source tree has received the patch for the problem.
