Looks like a Windows issue, "This issue for our organization has been resolved. It was due to the Antimalware Client Version for Windows Defender (4.18.1911.3 in our case)", https://answers.microsoft.com/en-us/msoffice/forum/all/could-not-lock-file-access-error/ca538633-ca94-4bcf-a8b5-4b8c172d8ad8
