The machine.config is missing the entry for the MySQL Data Provider (due to it not being installed).

You can either install the MySQL Connector, edit the machine.config manually or if that's not possible, put this in your web.config:
<system.data>
<DbProviderFactories>
<add name="MySQL Data Provider" invariant="MySql.Data.MySqlClient" description=".Net Framework Data Provider for MySQL" type="MySql.Data.MySqlClient.MySqlClientFactory, MySql.Data, Version=5.0.6.0, Culture=neutral, PublicKeyToken=c5687fc88969c44d" />
</DbProviderFactories>
</system.data>

Note that you may have to adjust the version number, depending on which Connector you use.
